{"id":5209,"date":"2018-02-27T22:11:08","date_gmt":"2018-02-27T22:11:08","guid":{"rendered":"https:\/\/pdki.org\/english\/?p=5209"},"modified":"2018-07-08T20:03:38","modified_gmt":"2018-07-08T20:03:38","slug":"pdki-held-its-16th-congress-successfully","status":"publish","type":"post","link":"https:\/\/pdki.org\/english\/pdki-held-its-16th-congress-successfully\/","title":{"rendered":"PDKI Held Its 16th Congress Successfully\u00a0"},"content":{"rendered":"<p class=\"m_7482383828788404929gmail-m-7272225472885865736s3\"><span class=\"m_7482383828788404929gmail-m-7272225472885865736bumpedfont15\"><span lang=\"EN-US\">The Democratic Party of Iranian Kurdistan, or PDKI,\u00a0held its 16<sup>th<\/sup>\u00a0Congress in late February 2018\u00a0in an undisclosed location in Kurdistan.\u00a0In spite of threats from the Iranian Islamist regime, PDKI managed to hold a successful congress.<\/span><\/span><\/p>\n<p class=\"m_7482383828788404929gmail-m-7272225472885865736s3\"><span class=\"m_7482383828788404929gmail-m-7272225472885865736bumpedfont15\"><span lang=\"EN-US\">The 16<sup>th<\/sup>\u00a0Congress may be described as a turning-point in the history of PDKI\u00a0in that it resulted in an overhaul of the\u00a0structure\u00a0of the party, a separation of the Peshmerga Forces from the political branch, and long-term commitment to increase the number of women in decision-making bodies as well as among the Peshmerga.\u00a0<\/span><\/span><\/p>\n<p class=\"m_7482383828788404929gmail-m-7272225472885865736s3\"><span class=\"m_7482383828788404929gmail-m-7272225472885865736bumpedfont15\"><span lang=\"EN-US\">PDKI\u2019s party structure, adopted in the early 1970s,\u00a0had for years become obsolete.\u00a0<\/span>The previous party structure\u00a0consisted of a central committee and a politburo.\u00a0The Central Committee appointed the members of the Politburo and the Secretary-General.<\/span><\/p>\n<p class=\"m_7482383828788404929gmail-m-7272225472885865736s3\"><span class=\"m_7482383828788404929gmail-m-7272225472885865736bumpedfont15\"><span lang=\"EN-US\">The\u00a0<\/span>overhaul\u00a0package adopted at the 16<sup>th<\/sup>\u00a0Congress is centered on separation of powers and checks and balances. The Central Committee and the Politburo have been abolished. Instead, the party leadership consists of a Policy-Making Center and an Executive Board. Meanwhile, the party leader is elected by the delegates at the party\u2019s congress \u2013 which is the highest decision making organ \u2013 rather than by any other organ.\u00a0<\/span><\/p>\n<p class=\"m_7482383828788404929gmail-m-7272225472885865736s3\"><span lang=\"EN-US\">A new organ called the Policy-Making Center has the power to either accept or reject the party leader\u2019s proposed appointments to the Executive Board of the party. There will be greater emphasis on meritocracy in appointing party officials.<\/span><\/p>\n<p class=\"m_7482383828788404929gmail-m-7272225472885865736s3\"><span class=\"m_7482383828788404929gmail-m-7272225472885865736bumpedfont15\"><span lang=\"EN-US\">The Congress also decided to continue Rasan, which is the party\u2019s policy of intertwining civil resistance with the presence of Peshmerga Forces among the civilian population.<\/span><\/span><\/p>\n<p class=\"m_7482383828788404929gmail-m-7272225472885865736s3\"><span class=\"m_7482383828788404929gmail-m-7272225472885865736bumpedfont15\"><span lang=\"EN-US\">The PDKI, founded in 1945,\u00a0has only held two of its congresses under conditions not marked by war or threats of terrorist attacks from the Iranian state; namely, the First Congress which preceded the establishment of the Republic of Kurdistan in 1946 and the Fourth Congress in the aftermath of the 1979 revolution in Iran.\u00a0<\/span><\/span><\/p>\n<p class=\"m_7482383828788404929gmail-m-7272225472885865736s3\"><span class=\"m_7482383828788404929gmail-m-7272225472885865736bumpedfont15\"><span lang=\"EN-US\">Following the fall of the Republic of Kurdistan in 1946, the top leadership of PDKI, including President Ghazi Mohammad, were executed by the Iranian state. The party was subsequently forced underground and later into exile. It was at the Third Congress in 1973 that a new party structure was adopted.
